Melt butter in a large heavy pot. Add onions and garlic; sauté 5 minutes. Add flour and cook 5 minutes, stirring constantly. Drain and rinse artichokes. Cut into quarters and add to pot. Add chicken broth, milk, and seasonings. Cook 20 minutes. Add oysters and their liquor. Simmer 10 minutes. Top with a lemon slice to serve.
