Combine flour, sugar, 4 tablespoons butter, and 1/4 salt. Press into bottom of a greased 13 x 9 x 2-inch baking pan. Bake at 375° F for 15 minutes. Combine butterscotch chips, corn syrup, remaining butter, 1 tablespoon water, and 1/2 teaspoon salt. Cook and stir over low heat until smooth. Add nuts pour over crust. Bake 8 more minutes. Cool cut into 48 bars. Wrap, label, and freeze.
