Prepare cornbread mix with milk and egg according to package directions. Grease the bottom of a 13"x9" baking pan; pour batter into pan. Bake at 350 degrees for 8 minutes, or until golden. Meanwhile, brown beef in a skillet over medium heat; drain. Stir in tomato paste, seasoning mix and water; bring to a boil. Reduce heat and let simmer for 5 minutes. Spoon beef mixture over warm cornbread; sprinkle with cheese. Place under broiler just long enough to melt cheese. Cut into squares to serve.
