Combine 1 cup brown sugar and water; cook together 3 minutes to make syrup. Remove from heat and add butter.
To make batter; sift sugar, flour, baking powder, and salt together. Add milk and stir until smooth. Fold in chopped dates and nuts, blending well into mixture. Pour syrup in a greased baking dish. Pour batter on top of hot syrup and bake at 350° for 35-40 minutes. Serve plain or with whipped cream.
