Grease a 9 x 13 inch pan. Place 1/2 of ground beef, 1 cup potatoes, 1/2 cup celery, 1 cup carrots, 1/2 cup onions, 1/2 cup bell pepper, 1/2 teaspoon salt, 1/8 teaspoon pepper, half of can cut-up tomatoes in pan. Repeat layering.
Cover with foil and bake in 350 degree oven for 2 hours. Remove foil and top with shredded Cheddar cheese; bake 10 minutes longer. Let stand 5 - 7 minutes before serving.
