1. Cook and drain macaroni as directed on package. While macaroni is cooking, melt margarine in 3-quart nonstick saucepan over low heat. Stir in flour, salt, mustard and pepper. Cook over low heat, stirring constantly, until margarine is absorbed remove from heat.
2. Gradually stir milk into flour mixture. Heat to boiling, stirring constantly. Boil and stir 1 minute. Stir in cheese until melted.
3. Stir macaroni, bell pepper and onion into sauce. Cook, stirring constantly, until hot.
