Heat 1 tablespoon oil in a large skillet over medium heat. Sauté onion, reserving one tablespoon onion. Add 1 tablespoon oil to skillet; add carrot and celery. Sauté until very tender, about 10 minutes. Remove from heat and place in a mixing bowl. Add turkey, bread crumbs, chiles, and salt. Combine well and shape into 4 (3/4 -inch) thick patties. Heat remaining tablespoon oil in same skillet over medium heat. Cook patties about 10 minutes or until thoroughly cooked and lightly browned on both sides.
To serve, heat tortillas, buns, or pita breads. Top with lettuce leaves and turkey patty. Spoon salsa over patties.
Black Bean Salsa:
Mix lime juice, pepper, oil, and salt. Stir in tomato, avocado, black beans, corn and reserved onion.
