Bring a large pot of salted water to a boil. Add potatoes to water and return to boil. Cook potatoes until tender, about 15 - 20 minutes. Drain in a colander. Mash potatoes in a large bowl with a potato masher. Add butter and blend. Add 1 cup cream and blend into potatoes thoroughly. Blend in goat cheese, salt, pepper, and more cream, if necessary, to achieve desired consistency.
