Cut candy bars into 1/4-inch pieces. Place candy bar pieces in baked pie shell; set aside. In a mixing bowl, beat sugar and cream cheese until smooth. Add eggs, sour cream, and peanut butter; beat on low speed just until combined. Pour mixture into pie shell; smooth over candy pieces. Bake at 350° for 35–40 minutes or until set. Cool on wire rack.
In small heavy saucepan, melt chocolate chips in whipping cream until smooth, spread over cooled pie filling, and refrigerate overnight.
