Melt unwrapped caramels and 1/3 cup evaporated milk over low heat, keeping warm. Combine cake mix, butter, remaining 1/3 cup evaporated milk, and nuts. Mix well. Spread half of batter in greased 9x13-inch pan. Bake 6 minutes at 350°. Remove from oven; sprinkle with chocolate chips and drizzle with melted caramel mixture. Sprinkle remaining batter over caramel mixture. Bake 15–18 minutes at 350°. Cool 2 hours before cutting.
