Pour vinegar into a medium glass bowl. Whisk in salt, honey, and pepper until the honey is dissolved. Slowly pour olive oil into the bowl while whisking rapidly to blend ingredients to-gether. Stir in garlic, thyme, marjoram, basil, tarragon, and lemon juice; fold in shallots and tomatoes. Store covered in the refrigerator until ready to serve.
