TO MAKE THE CAKE: In a large bowl combine the flour, sugar, cocoa, baking soda, and salt. Sift the ingredients together into another large bowl.
In a small bowl whisk together 1 cup water (at room temperature) with the eggs, vegetable oil, vanilla, and vinegar. Pour over the dry ingredients and stir briskly just until the batter is smooth, about 30 seconds. Pour into a greased 8 by 8 inch heavy-gauge metal baking pan.
Grill over Indirect Medium heat until a toothpick inserted in the center of the cake comes out clean, 35 to 40 minutes. Keep the grill's temperature as close to 350°F as possible. Remove from the grill and allow to cool in the pan on a rack for at least 15 minutes before serving.
TO MAKE THE TOPPING: In a medium bowl whip the cream with the confectioners' sugar until soft peaks form.
Serve the cake in pieces with a generous spoonful of the topping and a light dusting of unsweetened cocoa.
