Beat butter, shortening and sugars in a mixing bowl until creamy. Beat in cocoa. Add eggs, one at a time, beating after each addition. Mix in water and vanilla. Combine flour, soda and salt. Gradually add to creamed mixture. Stir in toffee bits. Drop by spoonfuls, 2 inches apart onto greased baking sheets. Bake at 350°F for 12 to 15 minutes or until golden brown. Makes 3 dozen.
