Heat oil in large skillet. Mix together flour, salt and pepper. Dip steaks in milk and then coat with flour. Brown in hot oil for 5 minutes on each side. Place in baking dish. Pour water into skillet and bring to boil, scraping any crusts off bottom of pan. Add soup mix and gravy mix and whisk until smooth and bubbly. Stir in mushrooms. Pour over steaks, cover and bake at 3500 for 60 minutes.
