In mixer bowl, beat together cooking oil and butter until blended. Beat in the sugar. Add orange juice, baking powder, and baking soda. Mix well. Add enough of the flour, a little at a time, to make a medium-soft dough. Shape dough into 2-inch ovals and place on an ungreased baking sheet. Bake in preheated 350° oven for 20–25 minutes or until cookies are golden.
Meanwhile, in a saucepan, combine sugar, water, and honey. Boil gently uncovered for 5 minutes. Cool. Dip face of cookies into warm syrup and then press into chopped nuts. Let dry. Store in covered container or freeze for later use.
