Cut steak into thin strips. Combine flour, salt, and pepper coat meat strips with flour mixture. In large skillet cook meat in hot oil until browned on all sides. Add reserved tomato liquid, water, onion, garlic, and bouillon to meat in skillet. Cover and simmer for about 1 1/4 hours or until meat is tender. Uncover skim off fat. Stir in Worcestershire sauce. Add green pepper strips cover and simmer for 5 minutes. Add tomatoes cook 5 minutes longer.
