Combine flour, baking soda, cream of tartar and salt in a small bowl set aside. Cream butter or margarine in a mixing bowl gradually add confectioners' sugar, creaming until light and fluffy. Add egg and vanilla mix thoroughly. Blend in dry ingredients mix well. Divide dough in half. Form each half into a 2-inch round roll wrap and chill in refrigerator or freezer until firm enough to slice easily. Cut rolls into 1/4 -inch slices. Bake on ungreased baking sheets at 350° for 8 to 10 minutes or until light brown. If you wish, sprinkle plain or colored sugar on top of cookies before baking.
