Mix flour, baking soda, and salt.
Beat sugar, brown sugar, shortening, and peanut butter in a large bowl with electric mixer until blended. Beat in egg, milk, and vanilla. On low speed, gradually beat in flour mixture. Divide dough into three portions. Cover and chill 2 hours or until easy to roll.
Heat oven to 350°. Roll one portion of the dough at a time into a 1/8 -inch thick circle on a lightly floured surface. Cut with floured cutter. Place cookies 2 inches apart on ungreased baking sheets. Bake 12 to 15 minutes until light brown and no longer puffy. Cool on wire racks. Decorate with colored frosting if desired.
