In a medium bowl, stir flour, baking powder, salt, baking soda and cinnamon set aside.
In a large mixer bowl at medium speed, beat brown sugar, butter, sugar and chocolate until fluffy. Beat in egg and vanilla until blended. At low speed, beat in half of the flour mixture until blended. Beat in sour cream, then remaining flour mixture until well blended. Divide dough into four portions.Cover and chill for 1 to 3 hours.
Preheat oven to 375°. On a lightly floured surface, roll one portion of dough at a time to 1/8 -inch thickness (keep remaining dough in the refrigerator). Cut cookies. Place cookies 1 inch apart on ungreased baking sheets. Lightly sprinkle with sugar before baking if not decorating cookies after baking.
Bake for 9 to 12 minutes or until edges feel firm to the touch. Cool cookies on wire racks. Store in an airtight container.
