Heat a Dutch oven over medium-high heat. Pour 1 Tbs. oil, add onion and sauté about 3 to 5 minutes or until tender. Add garlic then add beef and sauté about 5minutes or until beef is browned. Add broth, Splenda®, salt orange and lime. Bring to a boil. Cover, reduce heat and simmer 1 1/2 hours or until beef is tender. Remove orange and lime quarters and continue simmering uncovered about 8 to 10 minutes until most of the moisture has evaporated, stirring frequently. Serve in corn or flour tortillas with your favorite Mexican condiments.
