Combine flour, sugar, soda, salt, and cinnamon. Cut in butter. Stir in oats and vanilla. Press one half the mixture into greased 13 x 9-inch pan or a 12-inch Dutch oven. Spread jam on the batter in the pan or Dutch oven. Add the reserved one half cup oats to remaining batter in the bowl and mix. Crumble the rest of the mixture over the jam. Bake in the oven at 375°F, or place in Dutch oven over 4-6 briquets with 18-22 briquets on the lid. Bake for 25-30 minutes.
