Cook spaghetti according to directions and drain. (Should have about 3 cups cooked spaghetti.) Stir in margarine until melted. Stir in Parmesan cheese and eggs. Form spaghetti mixture into a “crust” in a buttered 10-inch pie plate. Spread cottage cheese over bottom of spaghetti crust.
In a skillet, cook meat, onion, and green pepper until cooked. Drain off fat. Stir in undrained tomatoes, tomato paste, sugar, oregano, and garlic salt. Heat through. Add meat mixture over cottage cheese in “crust.” Bake uncovered at 350° for 20 minutes. Add mozzarella cheese on top and bake 5 minutes longer.
Fun Fact: Raggedy Ann, a rag doll with red yarn for hair, was created by writer Johnny Gruelle of Arcola, Illinois. The character was created in 1915 as a doll, and was introduced to the public in the 1918 book Raggedy Ann Stories. A sequel, Raggedy Andy Stories (1920) introduced the character of her brother, Raggedy Andy. Raggedy Ann was inducted into the National Toy Hall of Fame in 2002. Raggedy Andy joined her in 2007. Gruelle also provided color illustrations for a 1914 edition of Grimm's Fairy Tales.
