Cook beef, onion, and green pepper with garlic until beef is browned and vegetables are tender. Spoon off fat. Stir in spaghetti sauce. Cool to room temperature.
On floured surface, roll each package of rolls to 9x11-inch rectangle. Arrange 2 slices cheese in center of each and 1/2 beef mixture. Starting at long edge, roll up. Pinch seams. Place both rolls 3 inches apart on cookie sheet. Bake at 350° for 30 minutes. Let stand 5 minutes for easier slicing.
