In greased baking dish, layer meat, potatoes, carrot, peas, onion, celery, and pepper. Season to taste. In mixing bowl, combine soup and milk. Pour mixture over top of layered ingredients. Bake at 350° for 1 1/4 hours. Sprinkle grated cheese on top and return to oven until melted.
