Crack bone. Sauté lamb, leeks and bone in butter for 10 minutes, stirring frequently. Add 3 quarts of water, bouillon cubes and pepper. Bring to a boil, reduce heat, cover and simmer for 1 hour. Add barley and simmer for another hour. Add carrots, celery and parsley and simmer uncovered for 30 minutes.
