In a pot, combine the ingredients for the bottom. This is completely optional but I always add 1/4 cup of chopped walnuts to the recipe. (whenever I can get in some extra nuts and healthy fats I do it!) If you find that the bottom is a bit dry and need a bit more moisture, add 1 TBSP melted butter. Stir together until bubbly and press into the bottom of a 8X8 pan. Set aside as you prepare the topping. For the topping, melt together the chocolate chips and peanut butter. Mix well and spread on top of the oatmeal bottom. Refrigerate until the topping hardens.
