In a small saucepan over medium heat, melt butter or margarine. Stir in flour. Cook and stir for 2 to 3 minutes. Add milk and bouillon granules. Stirring, bring to a boil and boil until thickened. Add salt and pepper remove from heat. Use for Spinach-Filled Super Shells (see above) or over cooked vegetables.
