Cook first 5 ingredients 5 minutes to make a syrup. Remove from heat and add margarine; set aside. Sift together flour, baking powder, and salt. Cut in shortening till crumbly. Add milk. Stir just till flour is moistened. On a lightly floured surface, roll to 12x18 inches. Cut 6 (6-inch) squares. Place an apple on each square. Sprinkle with sugar and cinnamon, and dot with butter. Moisten edges and pinch together. Place in ungreased 9x13-inch pan, 1 inch apart. Pour syrup over dump lings. Bake in 375° oven for 35–40 minutes.
