Preheat oven to 350°. In a heavy pan, brown veal or chicken in oil; drain and set aside. In a saucepan, melt butter, stir in flour until it is lightly browned. Gradually add broth and white wine to flour mixture, stirring constantly until well blended. Bring to a boil, reduce heat and simmer, stirring constantly, until sauce has thickened. Remove from heat and stir in green peppercorns and vinegar. Place veal or chicken in a casserole and pour sauce over it; bake for one hour.
