Preheat oven to 350°. Grease an 8- or 9-inch square baking dish.
In a small bowl, stir together flour, salt, and nutmeg set aside.
In a small saucepan, combine brown sugar and butter. Over medium heat, cook until mixture begins to bubble. Remove from heat and let cool.
Beat in egg yolks and vanilla. Stir in flour mixture. Spread in baking dish.
In a small mixer bowl, beat egg whites and cream of tartar until soft peaks form gradually beat in sugar, 1 tablespoon at a time. Beat until very stiff peaks form and whites are glossy. Fold in nuts spread over dough.
Bake 30 minutes or until lightly browned. Cool dish on a wire rack. Cut into squares.
