Preheat oven to 375°. Generously grease two 15 1/2 x 10 1/2 x 1-inch jelly roll pans.
In a large mixer bowl at medium speed, beat sugar and butter until creamy beat in eggs. Mix together milk, baking soda, and salt at low speed beat into creamed mixture. Beat in flour, nutmeg, and cinnamon until well blended. Stir in raisins and nuts. Spread in pans.
Bake 10 to 12 minutes. Cut into squares while still hot.
Cool pans on wire racks.
NOTE: If baking both jelly roll pans at the same time, switch oven position after 5 minutes.
