In a small bowl, stir oil, vinegar, mustard, salt, sugar, basil, tarragon and pepper until well blended set aside.
Pour water into a pressure cooker. Place rack in bottom of cooker. Layer potatoes and onion on rack sprinkle with salt. Cut sausage into serving pieces, score diagonally and place on potatoes. Secure lid on pressure cooker according to manufacturer's directions. Cook over high heat until pressure regulator begins to rock gently. Adjust heat to maintain a slow, steady rocking motion (15 pounds of pressure). Cook for 5 minutes.* Reduce pressure at once by placing pressure cooker under cool running water according to manufacturer's directions.
Remove sausage and keep warm. Spoon potato-onion mixture into a large bowl. Pour dressing over mixture and toss gently. Place potato salad on platter and top with sausage. Sprinkle with parsley.
