1. In saucepan combine all ingredients. Stir add water if necessary to come up halfway on the celery. Cover pan and simmer for about 10 minutes. Celery should be tender but still crisp.
2. Remove from heat. Cool in the marinade.
3. Store in covered container until cold.
4. Garnish with lemon slices and fennel leaves if desired.
