Combine broth, peas and carrots, green onions, and 5- spice seasoning in large saucepan. Bring to a boil. Reduce heat and simmer, covered, 5–7 minutes till vegetables are tender. Shake half-and-half and flour in a jar till smooth; Stir into vegetable mixture; cook and stir over medium heat till bubbly. Stir in shrimp and mustard; heat through. Garnish servings with parsley.
