Toast nuts in a single layer on baking sheet at 350° for 10 minutes or until browned. Cool. Combine mayonnaise, vinegar, lemon juice, horseradish, and sugar; mix well. Beat cream in mixer bowl to soft peaks. Fold in mayonnaise mixture. Add celery, apples, salt and pepper. Spoon into serving bowl and sprinkle with toasted nuts. Chill.
