Preheat oven to 350°. Pour teaspoon of oil into 8x8x2-inch baking dish. Rinse fillets under cold water; dry with paper towels and arrange in baking dish. Sprinkle pepper, paprika, oregano, and thyme over fish. Spoon carrots, celery, green onions, mushrooms, and snipped parsley over fish.
Sprinkle with lemon juice. Cover tightly with foil and bake 45 minutes to one hour.
