1 On a piece of wax paper, combine the flour and salt and pepper to taste. Rinse the fish and pat dry, then dredge each steak in the flour mixture to lightly coat both sides. Shake off the excess.
2 In a large skillet, heat 2 tablespoons of the oil over medium heat. Add the fish and brown on one side, about 3 minutes. Turn the fish and brown the other side, about 2 minutes. With a slotted metal spatula, transfer the steaks to a plate. Wipe out the skillet.
3 Pour the remaining 2 tablespoons oil into the skillet. Add the onions. Cook over medium heat until golden, about 10 minutes. Add the wine and bring to a simmer. Cook until most of the liquid is evaporated, about 1 minute. Stir in the parsley.
4 Return the fish to the skillet and baste it with the sauce. Scatter the peas around the fish. Reduce the heat to low. Cover and cook 5 to 7 minutes or until the fish is just barely opaque when cut in the thickest part. Serve immediately.
