1 Fill a pot that will fit a steamer rack with 1/2 inch of water. Bring the water to a boil. Meanwhile, cut the tuna into 1/2-inch-thick strips. Spread the fish on the steamer rack. Set the rack in the pot. Cover the pot and allow the tuna to steam for 3 minutes or until slightly pink in the center. Test for doneness by making a small cut in the thickest part of the fish.
2 In a deep dish, beat together the vinegar and salt. Add the oil, garlic, herbs, and crushed red pepper. Stir in the tuna pieces.
3 Let stand about 1 hour before serving.
