1. Spray 10-inch nonstick skillet with cooking spray heat over medium-high heat. Cook beef, onion and bell pepper in skillet about 5 minutes, stirring frequently, until beef is brown.
2. Stir in remaining ingredients except rolls. Heat to boiling reduce heat to low. Simmer uncovered 15 minutes, stirring occasionally. Fill rolls with beef mixture.
