Heat oven to 375°. In a small saucepan, melt butter over low heat. Add water and semisweet chocolate squares, and stir until chocolate is melted. Add cocoa and sugar, and cook 5 minutes until sugar is melted. Cool.
In a large bowl, sift together flour, baking powder, and salt. In another bowl, combine egg, milk, sour cream, and vanilla extract, and blend on low speed with an electric mixer. Make a well in the center of dry ingredients, and pour in egg mixture and cooled chocolate mixture. Blend at medium speed.
Fill greased muffin tins. Take one Hershey’s Kisses candy and push it down into the center of each cup of batter. Bake 20 minutes or until a tester inserted into a muffin comes out clean. (Insert tester off center to avoid candy.) Cool.
