Dissolve gelatin in water. Add frozen orange juice stir until melted. Add crushed pineapple and mandarin oranges. Pour into serving dish and chill until set. Mix pudding mix and milk together. Let stand five minutes. Fold in heavy cream. Spread over top of set gelatin sprinkle with cheddar cheese.
