Sauté the pine nuts in butter for 5 minutes or until golden brown. Remove nuts and sauté onion in butter remaining in skillet for 5 minutes. Add barley and brown, lightly stirring constantly. Add parsley, chives, bouillon, salt, and pepper and half of the pine nuts and pour into casserole. Bake in moderate oven (350°F) for 1 hour, stirring once after 30 minutes. Sprinkle the rest of the sautéed pine nuts over the top and bake for 20 minutes more.
