1. Place the flour, sugar, cocoa, baking powder, baking soda, and salt in a large mixing bowl and stir until well blended.
2. Add the milk, water, oil, eggs, and vanilla, and beat with an electric hand?held mixer for 2 minutes on medium speed.
3. Spoon the batter into two greased and floured 9 inch round cake pans. Bake in a preheated 350°F oven 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.
4. Cool the cakes about 5 minutes before removing from the pans, then cool completely before adding frosting.
