1. Finely mince the shallots.
2. Shred the cheese.
3. Heat the oil in a medium pot over medium-low heat. Add the shallots and garlic, and saute about 3 minutes or until soft. Add the cream, cheese, and pepper. Gently stir until the cheese is fully melted. Do not boil the sauce.
4. Cook the tortellini according to package directions. Drain well and transfer to a large serving bowl.
5. Add the sauce to the tortellini and toss well to coat. Enjoy as is or topped with some grated Parmesan cheese.
