Mix flour, pepper, chopped parsley, and baking powder together. Add ground clams and onion and mix well. Add beaten eggs and mix well again.
Drop teaspoonsful of the mixture into hot fat. Fry until fritters are lightly browned on one side. Turn them and brown the other side. Drain and serve. Always taste the first fritter to see if they need more seasoning.
Note: These clam fritters make a good meal accompanied with homemade baked beans and a green salad. They may also be served as an appetizer at parties, either hot or cold.
