Place bulgar wheat in a large bowl and pour boiling water over it. Cover with plastic wrap and set aside for 2 hours.
In a blender, mix all dressing ingredients until emulsified; set aside.
When bulgar is ready, fold in tomatoes, parsley, onion, and olives. Add dressing gradually to achieve desired taste. Serve at room temperature.
