Place oil, lemon juice, water, vinegar, sugar, salt, and pepper in a small bowl. Whisk until blended. Add garlic. Cover and let stand 30 minutes to develop flavor.
Meanwhile, mix mushrooms, carrot, celery, and green onions in a medium bowl. Remove garlic from dressing. Pour dressing over mushroom mixture and stir until all ingredients are coated. Cover and chill 1 hour.
If desired, mound mixture on lettuce-lined plates and garnish with parsley sprigs. Best served the same day.
