In a food processor bowl fitted with the metal blade, place flour and butter. Cover and process for 7 to 8 seconds or until pieces are the size of small peas. Add cream and process for 5 to 6 seconds or just until blended (do not overprocess). Divide dough into two portions. Cover and chill at least 1 hour or until firm enough to handle.
Preheat oven to 375°.
On a lightly floured surface, roll one portion of dough at a time to 1/8-inch thickness. Dip a 1 1/2 -inch round cutter in flour and cut cookies. Dip both sides of each wafer in sugar. Place on ungreased baking sheets. Prick cookies several times with a fork.
Bake for 8 to 10 minutes or just until wafers are golden and puffed. Carefully transfer to wire racks to cool.
Using a decorating bag fitted with desired decorating tube, pipe frosting onto wafers. When frosting is set, place cookies in containers with waxed paper between layers. Store loosely covered.
