Brown meat and drain off excess fat. Add onion and green pepper sauté until tender but not brown. Stir in sugar, salt, chili powder, tomatoes, tomato sauce and cover. Simmer about 25 minutes. Cook shell macaroni 3 minutes less than package instructions, so it is barely tender. Stir shells and sour cream into meat mixture. Continue cooking for 15 minutes. If desired, serve with grated Parmesan cheese.
