Combine soup and milk. Stir in cream cheese, ketchup, and garlic powder. Cook, stirring, over low heat until blended. Add frozen meatballs. Cover and simmer until meatballs are thawed, about 15-20 minutes, stirring occasionally. Stir in sour cream heat through but to not boil. Serve over hot cooked noodles and garnish with paprika.
